Builder is demanding Fixed Electricity and Maintenance Charges

My apartment complex is in Noida (U.P.) having approx. 2200 Flats in about 2 Towers and about 4 of them are completely unoccupied and 4 are partially occupied by the flat owners. My flat is in under construction tower and I have occupied it. Builder has not yet provided the basic requirements, like 2 Nos of Lift installation is pending, No fire fighting equipment and connections, No initial repair and paint work inside and outside the tower, no finishing, etc. Even the basement is flooded with water. Now the builder is demanding maintenance and electricity charges from us and in the last week they cutoff our electricity connection as well. We have paid for each and every small thing in advance to the builder including the dual meter charges, even then they did not installed the electricity meter. Neither they completed or provided the basic things which I have mentioned above. Now he is asking for the fixed electricity charges as well and harassing. Kindly let me know should we pay to the builder or we could proceed with the application to the concerned authorities or should file a complaint in consumer court.
