Consumer court

Sir, I am a retired civil servant from the Govt of India. To get medical facility from govt after retirement, we pay around forty thousand rupees to the Govt and we are provided medical facilities in govt Hospitals and other private referral Hospitals. To take medical facility from private Hospitals, the Govt makes an agreement with such Hospitals. In case of emergency, the retired persons are are at their liberty to take treatment from these private Hospitals without making payment. As per the agreement executed between these Hospitals and the govt, they are bound to give treatment on credit to the retired govt employees. I took My wife who is covered in this scheme to such empaneled Hospital for treatment in the wee hours. The Hospital forced me to pay the amount, of course , i was entitled to get treatment on credit. The Hospital should have claimed the amount on treatment from the govt and not from me, as per the agreement. This seems to be the deficiency in service. My limited point are (1) whether i am a consumer in terms of the consumer court and (2) this comes under the definition of deficiency of service under the act ibid?Should i file a case before the consumer court?
