Family / Legal Heir Certificate

Sir, My Father-in-law was passed away three months ago and he has more than one year service is still left. He worked in Military Engg Services at Visakhapatnam as a Group-‘D’ employee. Since he expired, all the retirement benefits and Family Pension has to be paid to my mother-in-law. She has submitted all the documents that are required by the M.E.S except Family Certificate / Legal Heir Certificate for which we have already applied to Mandal Revenue Officer, Visakhapatnam. At Mandal Revenue Office, as per the directions of the M.R.O, all the family members of my Father-in-law went to M.R.O office along with necessary documentary proofs and Aadhar Cards and signed in front of Revenue Inspector at Mandal Revenue Officer. His younger son died 5 years ago and his wife left my Father-in-law’s house 5 years ago and she refused to sign on a form in front of the Revenue Inspector for issuing of Family Certificate / Legal Heir Certificate. Due to non-signature of my father-in-law’s younger daughter-in-law, Mandal Revenue Officer is refused to issue Family Certificate / Legal Heir Certificate. In the absence of this certificate, Pension and retirement benefits of my late father-in-law have been held up. Her younger daughter-in-law filed a case against my Father-in-law four years ago for compensation and the case is still pending with the honourable court. Please clarify, in case any member of my father-in-law’s family reject to sign on the forms in front of Revenue Inspector, can he with hold issuing of Family Certificate / Legal Heir Certificate ? Due to non-submission of the this certificate in M.E.S, Family Pension and Death Benefits to my Mother-In-law have not been granted till date.
