Regarding Pay Protection, Technical resignation

Sir, I was selected as Excise Inspector (Grade Pay 4600/-)based on the result of SSC CGL 2013. I joined on 29/12/2015. on 01.07.2016 I earned annual increment and my basic became 46200/-. before joining, I had applied for SSC CGL 2014 exam. Through this (2014) Exam, I got selected as ASO in central Secretariat Services (another 4600/- post). Accordingly, I tendered technical resignation and joined central secretariat services on 15.09.2016. I was not confirmed in Excise Inspector. After joining the central secretariat services , I applied for pay protection. But my department is saying I am not eligible for it. Could any of the esteemed member guide me whether i am eligible for pay protection? 2. the phrase "provided that if the presumptive pay of the permanent post on which he holds a lien or would hold a lien had his lien not been suspended, should at any time be greater than the pay fixed under this clause, he shall draw the presumptive pay of the permanent post." has been used many times in the rules. Could anyone please tell me the meaning of this phrase especially "which he holds a lien or would hold a lien had his lien not been suspended" part. I may be reached at [deleted]
