My smartphone delivered in wrong address by xiaomi india

My mom is suffering from sugger and BP. When she take tension. I am feeling not responsible.
We are middle class family we first time buyed a 9000 rupee smartphone.
1).Due to some serious networks issue I complaint to repair my phone on 14 feb2017 (after 20 days).
2).They suggest me to visit mi authorised Service center jabalpur.
3).My problem not resolved in Jabalpur and this problem remains unsolved.
4).Xiaomi coustmer service suggest me Pick Mi Service.
In this Service they take my smartphone from my given address and deliver to same address after repairing.
5).But afte repairing they deliver my phone to wrong address.
6).Now they can't able to re-trace that phone.So they offer me. 75% refund.
7). I Want 100% refund or brand new phone. But they answered me no.
8).And they also told me.to wait for refund 1 to 1.5 months
Sir today I visit district consumer office. They told me they not opperate online shopping complaint.
Sir Please suggest me in briefly what to do.I never visit court.
