Regarding Probation period

Respected Sir/Madam, I am working as Medical Lab. Assistant of Grade pay [deleted] PB-2400 in Delhi Health Govt. from August 2014 onward. In 2017 I had cleared exam conduct by Delhi subordinate Selection Board for higher Post Lab. Technician in same Grade pay [deleted] PB-2800 in same department(Delhi health govt). I applied throw proper channel and after my selection I had technical resign from my current post. Question (1) Now my probation start again for next 2 years? Please give me answer with full detail. Question(2) I have joined on Higher post for Oct.2017. When I applied for Tuition Fee, my Account officer told me that we give you only 6 months tuition fee before October 2017 you claimed to your previous office.I say, my parent department is same so you can. But Account officer refused. My question is that my Account officer is right or Wrong?. Question(3) Persons who are inducted into a new service through promotion shall also be placed on probation but there shall be no probation on promotion from one grade to another but within the same group of posts, except when the promotion involves a change in the Group of posts in the same service, e.g., promotion from Group 'B' to Group 'A' in which case the probation would be for the prescribed period. am No. 21011/2/80-Estt.(C) dated 19.05.19831 Sir, This order is applicable on me?
