Incomplete project - 12 years,

Hi, I am the second owner of an incomplete project ( i bought the apartment at that risk). My question is more for the original owners and to know if they can seek a legal remedy. Please find the facts 1. Builder sells apartment project to buyers and constructs flat on the property and mentions the ownership of land on which the project is based on all title deeds. 2. The title deeds mention 1 cent and 28 ares for all 20 owners, totalling 28 cents of land as the project area. 3. The builder builds the apartment on part area of this 28 cents and builds another construction on the remaining area, which was marked for parking. 4. The builder does not construct lifts for the second section of the apartment project and keeps delaying citing various reasons, for the past 12 years. 5. The builder has not given handing over letters to any of the owners. 6. The builder, after mentioning that the project approval was for 20 apartments, tries to further make apartments on top of the said project, which the current owners opposed. 7. The builder now denys any responsibility in completing the project as described in the title deeds and advertisement. Further he threatens the current owners with goons. Its been 12 years . Can something be done to provide justice to the current owners?
