Result declared on 27thMay,2016. No joining till now

Sir, a direct recruitment for the post of 'Assistsnt' was notified by indian Council Of Agriculture Research (ICAR) in Sep, 2014, And successfully conducted by ASRB (recruitment agency of icar). Final merit list was published on 27thMay, 2016. There are 309 people declared qualified in final merit list. But we are still to get our joining. Not a single notice appeared on either icar or asrb websites regarding further professes till now. On filing RTI they aren't disclosing any information except 'matter is under council and no information can be provided under section 8(1)(h) of RTI Act, 2005, and an verbal advice to prepare for other exams. They are very inconsistent in their replies. From May, 2016 to December, 2016 they kept on delaying on the garb of different excuses like "sarkari kam h time lgega, durga pooja me busy h, Diwali tak aaplog wait kro, agle 10 dino me notice website pe aayega, demonetisation k karn log nhi h time lgega, under secretary-general deputy secretary bank gye h, new year k pahle ho jayega, new year badh hoga, 14thJan k badh notice ayega, January end tak notice ayega, 28thFeb tak ksm hoga, new financial year me kam hoga, av 2 mahina or lgega 7th pay ka kam hath me liya h, UP election k badh hoga, holi badh hoga...." and so on and so forth. We 309 people are very distressed. We have tried almost all medium and resources at our disposal but all went futile. RTI, grievance redressal(pgportal), tweet-fb post to minister, innumerable calls and all but nothing helped. Moreover now after almost 11months we are being told to prepare for other exams.. From September 2014 to April 2017 and counting.. Sir, please guide us and let us know if there is any legal remedy available for we people. Thank you
