Flat owner is not returning my deposite money which I gave to him

I have seen one flat in Andheri West Mumbai to take it on rent I met the owner through his broker and he said he is ready to give me flat on rent after his all enquiries I gave him 20000 tokan. He said house society meeting will be kept on coming Sunday that was 26 March 2017 and once society will clear the documents after meeting he will give me keys and will make agreement but when Sunday came no one was picking my call then in evening owner's broker said that owner had good hold in society so meeting is not required now I said okay done. Then the broker sent me owners account details and asked me to transfer two lakh deposit money so that tomorrow they can make the agreement I talked to owner confirmed everything and transferred 2 lakh online within 5 min. But after that they didn't make the agreement neither gave me keys I kept asking broker and owner they said owner not free. After 6 days owner said he is not ready to give me flat as their could be society problem later as I am single girl. I said then return my all money but he did not return all. After lots of effort he returned me only 1 lakh 50 thousand and ate my 50 thousand. Now police saying they can't help me as it is civil case they won't take my complaint. Please suggest me what to do as it is my hard earned money also I can't spend on advocate 30-40 thousand just to get back my 50 thousand.please suggest what to do.
