Consumer case against paytm

I just want to ask whether PAYTM (commonly working as transacting partner for transferring the amounts of consumers in the merchant account for the ordered products) be booked for the non-delivery of the ordered product by the merchant and/or in cases of the merchant committing e-commerce fraud by getting the transfer of amount from paytm wallet. Does the role of PAYTM is negligible for the fraud committed by merchant or PAYTM's role in the transaction be booked under CONSUMER PROTECTION ACT or any other ACT since the transacting partner like PAYTM and the merchant like shopsubh cannot do any Financial transactions without any tie-ups/MOU between them which can mean that both parties recognize and identify each other and if the merchant commits fraud and runs away with the consumer money without delivering the ordered product , can PAYTM be booked for this fraudulent act of a merchant like shopsubh and for not helping in resolving the issue of refund from the merchant. Can it be believed that the merchants are committing frauds with the help of PAYTM and PAYTM give its clarification that it is just a transacting partner and cannot do anything with the merchant. Kindly give your valuable advice in the matter please.
