RTC records still reflecting original landowners

Sir, We are a BDA approved Apartment Complex in Bangalore, 10 years old, with 147 Apartments and all statutory approvals in place like BWSSB, Electricity connection, Agriculture to Residentiak conversion etc, everyone is paying BBMP property tax and many owners also have A Khata. However, in a casual check someone did it got discovered that RTC records for all the land survey #'s in Govt's Bhoomi application are still reflecting old land owners, and probably still reflects Agriculture with 'Cultivator' tab maintaining some junk crop details, with records showing 2016-17. Q is: whose responsibility it is to update the RTC records in Bhoomi....is it the original land owners or thebuilder or the Apartment Owners Association or Govt/BBMP? Since the land was already converted to NA/Residential, shouldn't the RTC records have become null & void? What implications it can have from the perspective of all required documents of the property in good standing and marketable in future.
