Road connecting to my land

Hi, I am subrata biswas from baruipur, south 24 PGS (S), west bengal. I have a land near my home which has no road as per drawing or mouza map etc. But I and other adjacent land owners are using someone's ( Mr. X) land as connecting road to my land over 40 / 50 years. Behind of all those land there was a big canal and there was no other way to go to those lands. But 8/10 year ago pwd has sanctioned a bypass road just behind those land beside the canal which will connect kolkata very easily. Since then those lands are very valuable and my land become second plot behind Mr. X's land from bypass road. Now he is giving the approaching road to others land owners from other side of the land and now my land has no connecting road from bypass side and also from previous which I was using earlier. After several request he is not giving any road for my particular land. 1. Is there any govt rule that he has to give us road space? 2. Or he is right in his decision? 3. Can I go for any legal case?
