Recovering my money

I had lent some money to my brother's brother-in-law almost seven years before. For an emergency, they had borrowed and later whenever we had asked them to repay they said, " We will do repay", but they never return even a single penny. I am very badly in need of that money as I am planning to build my house. I had asked them in the beginning of this year and they said that they would give it in the month of Jan 2017 but they did not do. Again, they had promised me that they would return it in the month of April as they would get some loan but they said, "No" when I have asked them recently. Not, they have told me that they would give it after 4 months - in the month of August 2017. I am not sure whether they will give back that amount as I have heard from some people- villagers that had already lent some money to that family, saying that it is very difficult to get from them. It means there are a group of people who have been cheated by them. I do not have any legal document for having lent that amount. Please guide me what I should do. Is there any way to get that money?
