Related to resignation from organization

Dear Sir/mam My wife is working in professional coaching organization (Private Limited), she has joined institution in April-16 with following terms and conditions 1.they have clause of three months training and training stipend shall be accumulated by company and shall be released after 01 year. 2. After 03 months they have joined my wife with joining letter, whose copy is not given by them also offer letter stated term and conditions of job is not given by them after 11 months of working. 3. They given the salary in form of cheques and slary slips were issued with employment id having 10% security deducted by employer. Now, my wife has resign (through email, also hard copy is given to HR department, they have received the letter but given the receiving on duplicate copy ) from the organization on 15-3-17 stating 01 months notice period ready to serve, in reply she was called by HR department on same day and they said that her services are discontinued from organization and she need to come . My wife personally met director,mailed him 3-4 times also mailed to HR department for giving official relieving letter in spite of this verbal discontinuation of services but they have not respond at all and all the time they say we will see afterwards. There is no type of any service bond or agreement executed by organization, then also they are behaving unprofessionally and saying that if you will ask for reliving we will do legal action againast you. My wife has only asked organization to please give the official discontinuation message through email but after 10 days are passed.. they have not respond to any email. Now my wife is in condition of dilemma of her employment status and relieving letter. My question is, As my wife has submit the proper resignation to the 'Limited organization' but they are not responding at all,..is this comes under the mental harassment of female employee..? Is no law in india which binds employer to do as if they want PLease suggest me what i can do for getting releiving letter from organization and standing dues of salary and other things...?
