Noc for government job

Sir, I joined delhi police as sub inspector on (grade pay 4200) 27/03/2013 and before my basic police training i got leg injury. My injury was that much severe that force terminated me on behalf of medical background on dated 09/04/2016. Sir from the first day i was aware that in future i am not capable of completed my basic police Training so i start trying for Civil job. Sir in October 2014 railway declared a vacancies for teacher of 4200 grade pay. They conducted exam in January 2015 and call me for documents verification in January 2016 as i am shortlisted for post. Then in January 2017 we got Medical test. And i have passed it. Because in this duration i completely fit for any job. Sir at the time of railway declared notification in 2014 i had not taken any noc and also didn't mention about my job to railway at time of application, Documents verification and Medical examination. Sir it has been a year i Medically terminated from police force. Presently i am not working anywhere since last one year. And railway also didn't give appointment till yet and there is no sign of giving appointment for next 2-3 months. Sir i want to know that not taking noc at time of filling application and Documents verification will create any problem for me or not. And is there any chances of action taken by railway. Please give me solution if they take action Then what should i need to do.
