Property sharing dispute

A man has three sons. He has a home which has constructed portion and empty land. After his death, his home was equally divided on basis of land area into three parts let’s say 1st part, 2nd part and 3rd part. Area of each part is kept same. 1st part has mostly constructed portion, 2nd part has partially constructed area while 3rd part has empty land. Each part is divided on lottery basis to 3 sons as per their luck. Afterwards each son contributed their land equally for a Gali. Owner of 1st and 2nd part are already using the Gali. They had already constructed drainage and opened the door in the Gali. But now problem is that the owner of 1st part is hindering the owner of 3rd part from construction of drainage and opening door in the Gali. Owner of 1st part mentions that Gali belongs to him and uses abusive language. Now I want a legal advice that whether owner of 1st part can legally stop the owner of 3rd part from construction of drainage and opening door in the Gali. It is to be again mentioned that all the three parts has donated land equally for the Gali.
