Compensation related

My house is dilapidated condition. So I request to Ratnagiri municipal council for permission to repair the house. One year Ratnagiri municipal council not correspondence. After that my house one part was collapsed so I repair the work of my house. My land coowner false complaint to Ratnagiri municipal council and Ratnagiri district court for stay but Ratnagiri court reject the application of my coowner but Ratnagiri municipal council was dispatched notice of MRTP Act 1966 section 52 and 53 and one month period notice. I have received notice 28th March 2016.and then Ratnagiri municipal council demolition my house repair work as on 4th April 2016 without intimation. Ratnagiri municipal council was action to orally saying Ratnagiri district collector for false orally complaint to my coowner I have received the report from Ratnagiri chief officer And this report that orally action against me so I filled the writ petition in highcourt for directions for Ratnagiri municipal council repair my house My question is I apply the compensation against Ratnagiri chief officer in this write.
