Reg refund of paid amount by builder to consumer

1. can a builder change his totally location (not in miner change as per law) which he has alloted to his allottee as per layout plan by the firm ? 2. Can a builder refund the money paid by us to him after his completion given time is complete ? =========== whether he has written more things regarding this as he as written subject to various unit allottee (s) making timely payment and subject to any other reasons beyond the control of the company. no claims by way of damages/compensation shall lie against the company in case of delay in handing over the possession on account of any of the aforesaid reasons and the company shall be entitled to a reasonable extension of time for the delivery of possession of the said unit to the allottees. the aforesaid period of development shall be computed by excluding Sunday, bank holiday enforced govt. holiday and the days of cessation of work at site in compliance of order of work at site in compliance of order of any judicial/concerned state legislative body. ( Is this all subject matters in this regards or is it ok from the ?) 3. he has not made any agreement or allotment letter with us excepting the booking form he had alloted us 41 months ago. so is it ok from his side or he can do anything according to which he has written in his booking form. bcoz the builder has no room to grip us according to his booking form. then what and how can do against him.
