Pay Protection and Promotion on Change of Job

I worked as Librarian in one of the aided colleges in Mumbai on UGC pay scale from 17th Feb 2005 to 7th July 2010. Later I joined a Govt College in Karnataka through proper channel on 8th July 2010. My last basic pay drawn in Mumbai college was 19050 plus 6000 grade pay on a time scale of [deleted]. The college in Karnataka did not protect my last basic pay (19050) though there was a rule that past service should be counted for pay protection and promotions. They fixed my pay from the starting scale i.e. 15600. Later I joined public a funded university in Mumbai on 20th March 2012 through proper channel. The university in Mumbai protected only the actual basic pay drawn in my immediate employment (Karnataka). In fact I had drawn a basic pay of 19050 in the year 2010 when I was in my first employment. My present employer (university) is ready to count my entire past service provided my immediate past employer counts the period of My service from 2005 to 2010 and issues a certificate in this regard. After a great deal of efforts, I managed to get the promotion in my new employment by counting my entire service. But the issue of my pay protection is lying pending. Please guide me as to whether I can approach the court for directions.
