Fraud by property dealer

Sir i m Prakhar from pune.i rented a property from a propety broker(Pradeep)on 5 jan 2017.a lot of pprmises were made while selling them to me but after we paid rent(69000 for seven months). there is no water in our house after complaining for a month still there is no solution from the society or the owner or the broker.They convinced us that there is no problem for a girl to visit my house and stay since we are bachelors and now the society people have strictly prohibited any girl from visiting our house. No one is solving our problem and when we reached out to broker for leaving and house and reimbursement of the left rent that we paid in advance, broker told us that we would have informed him atleast one month earlier but we cant wait for another month for him to return our money and also there is no agreement made by the broker despite we gave all the money. plz help us out what we can do to get out of this situation.we have the records of the payment done in brokers account since the payment was done online and no hard cash was involved.
