Can Government encroach land for road building without notice?

A bituminous road is going to be built in our area. There is no display board announcing the project details. I have come to know that it is RIDF project. My house is just beside this road. 2 days back I saw some marking on the land adjacent to my house. Local leaders said this was only for marking. But this plot is not open. It has fencing with concrete pillars and nylon nets. Also before construction of the fencing the area was measured by registered surveyors. As it is a rural area there is 3 foot place after the fencing. No one asked us while placing the marker about 2 foot inside. The plot has number of large and small trees. All place 3-4 foot inside the fencing. Today morning all on a sudden some persons came with excavators, they claimed to be contractors of road. Also local leaders accompanied them. Without listening to my plea they started destroying the fence. Also all the trees along the fencing was uprooted within seconds. Where should I go now? Going to the police is not an option. Because they will inform the local leaders about my complain and they will do the rest.
