Tenant refusing to pay full rent

Hi, December end rented a flat to a person as he wanted to rent on urgent basis due to job. I had asked him if he gives couple of days then I can get the a room painted, he said he will need the flat immediately as dont have place to stay. Also, he requested to pay the deposit in 2 payment (1 month gap). I agreed and made an agreement. Washing machine was not part of the flat (furnished) but i said will give it to in a good deed, but was not told whether it will be new or old. Within 15 days i sent a 2nd hand washing machine which he rejected saying he didn't like the way it looks and he buy new with his own money. I also took care of any issues related to plumbing and electric before Jan end. Now tenant is saying he will not pay the full rent for February and will pay around 80% of rent in due of the inconvenience he had to face and threatening do what I want to and that he have police contacts and his uncle is IPS in the area he is living in. I have agreement of locking period will 23rd March for the agreement. Please advice urgently what course of action needs to be done in this case.
