Treatment in cghs empaneled centre
I am a govt. employee working at Jharkhand Geo-spatial Data Center, Survey of India,Ranchi. And I am also a CGHS beneficiary. My parents are osteoporosis patient. They are advised for TKR (total knee replacement) surgery. So, I applied for permission letter for cashless treatment in CGHS empaneled center, "Shri Jagannath Hospital & research center, Ranchi". I enclosed estimate letter, referral letter of CGHS, prescription of doctor with the application. The Director, Jharkhand Geo-spatial Data Center, send my application to "Surveyor general of India, Dehradun" through "Addl. Surveyor General, Eastern zone, Survey of India, Kolkata". But, the Addl. S.G. eastern zone, Kolkata send my application back with remark "it is incomplete. He demanded recommendation of CGHS. In-charge of CGHS see the prescription of Jagannath hospital along with the pathological & X-ray reports and write her recommendation on that prescription. I submitted that prescription to my office. But, the Addl. S.G. again send it back with remark " I should get recommendation from Addl./Joint director, CGHS. I wrote a letter to the joint director, CGHS. After seeing the patient along with investigations She gave handwritten note " After examine the Pt. and along seeing investigations, it is needed to be done TKR." on my application. I again submitted the document to my office. But, the Addl. S.G. send my application back again, saying " it is not readable, it should be in form of letter. I again meet the joint director, CGHS. but she refused to give me any letter. She show me a circular of central govt. about the delegation of powers. According to that circular permission for indoor treatment in CGHS empaneled centers are given by Head of the Office belonging to the patient.
The above process already consumed more than one year. My parents are suffering from severe joint pain from years. Please suggest me. what should I do.
