Agreement of property removal as Mah Apartment act 1970 sec 14

Our builder has done deed of declaration and formed apartment. He has carried ot deed of apartment for 7 individual flat owners out of 66 flat owners. Now on demand of majority of flat holders he has agreed to form society in place of apartment. But as per apartment act 1970 section, it is mandetory to remove property from specified act. As per act requirement he has prepared draft of removal agreement and asking to come for signing the document to all 66 flat owners. I have following doubts and issues. 1) Whether the individual, who has not sign deed of apartment can sign removal of property document. Is it legal? 2) We have many resident not resding in city and do not have POA. to take signatures of 105 peoples on specific date is difficult task for the society members. Hence suggested to take signature of flat holders who has signed deed of apartment, remaining flat holders will give written consent on stamp paper for the agreement. but builder doesn't agree and forcing us to come for signature, It is requested to guide us Regards
