Debt Collection warning from a foreign college.

Hi, I need some advice on tuition fee payment warning. I have joined EPITA for Masters in information systems and management in Paris. The course was not satisfactory and had some arguments with director. Director Rabih Hadad(Lennon) was not good to Indians and always discriminated. The course is of 3 semesters which included and I left the course after two semesters. Now i have received a warning for final payment i will put it here. I want to know if they can take any legal actions. "Dear Nisar, Our records indicate that you have not settled down the last payment of your tuition fees which was due on 3/1/2015. We hope this was just an oversight and you will be able to remit the funds due immediately. The amount due is 4277.7€ including the late penalties. Please note that this amount should be settled down before the 31st of January 2017. Failing to meet this deadlines EPITA reserves the right to place outstanding debts into the hands of a debt collection agency and to act through the Courts.
