obc certificate

A). how would a jat person migrated from haryana to delhi in year 1998, would get an obc certificate as he/ she can not provide the documents of contiouns stay in delhi since 1993( mentined in application) . also he /she can not get made in state of haryana as all the documents like voter id card , driving licenseetc are made in delhi only. (b). also to bring into your notice that the jat community was recognised as obc in haryana in 2013 only. therefore the person migrated to delhi in 1998 can not provide the obc certificate or his /her parents either ( as reguired in application ). (c). kindly guide through or provide the information that how would the above mentioned person would legally get his /her obc certificate get made in delhi. (3).please provide me documents to show the basis of asking proof for residence in delhi since 1993 for applying for obc certificate for obc jat community . (4).please provide me documents to show that for how many years one must stay in delhi to get certificate of obc for his /her kids who are born and brought up in delhi and have proof of residence since 1998. (5).please provide me documents to show if aperson belonging to jat community and migrated to delhi in 1998 can his or her kids born in delhiin 2007 can apply for obc certificate in delhi . (6).if yes then please provide me documents . (7).if no then please provide me documents . (8). if a person who has migrated to delhi after 1993 qualifies for applying for obc certificate then provide me reason for providing condition of proof of residence since 1993 in check list for applying for obc certificate . just asked this matter with dop&t department through rti but did not get any positive response from them
