House owner not returing 50% of deposit & forcing to leave

Greetings! I came to Chennai in June-2016 & found an accommodation in Kodambakkam area in July-2016. I paid INR 1 Lac as security deposit & agreement for 11 months was signed between owner & me. My wife also came along with me in August 2016. However, she could not find a job until now in her field (Human Resource) due to language issue. All the companies were willing to have a Tamil speaking candidate. But we do not know Tamil since we come from Uttar Pradesh. Therefore, I started finding the job for myself in Delhi/NCR. My application was under process. The job was confirmed, however offer letter was yet to come. I had to pay my room rent by 5th of each month as per the agreement. But I did not pay considering that I will request the owner to adjust this from the security deposit. I knew that If I resign from the existing employer, my salary will be on hold for next 2 months & I will have no money for my expenses. So I informed the owner that I will pay the rent post 19th Dec and I told him that I have some issue in family. The other reason for not paying him the rent was also his suspicious character about money/commitments that he made in past but never done them. So I thought, atleast 3 months rent will be safe even if he does not refund the security. He agreed. But I got the offer letter from my next company on 17th Dec and on the same day I informed the owner that I will vacate the premises with full 2 month notice. He started telling that first you told that rent will be given by 19th & now you are saying that you are vacating the place. I requested him to adjust the rent against security deposit. But he is saying that you will have to pay the rent till the time you stay & I will refund you the security amount after deducting 50% since I am not staying for 11 months. When I had signed the agreement with him, he told that in Tamilnadu (As per Rent Act of Tamilnadu), if tenant does not stay for minimum 11 months, 50% rent is detained by owner. I checked about this act from other Chennai local people from my office. They told there is no such act. If proper notice is given, owner can not detain any amount from the deposit. Then I read the agreement again carefully and found below clause: "If before 11 months rental period 2 months notice not given by the tenant & the premises is vacated then, 50% amount will be deducted from the above advance amount of and the balance amount of advance will be paid to tenant." I also sent the screen shot of this clause of owner & talked to him about this. But he said that "there is a typo error in this. The girl who types this was stupid." I have called him many times and spoke & also texted him that requested him to deduct 2 months rent as penalty (24000) and refund the remaining amount. Until yesterday afternoon, he was saying that he will take only 3 months rent, If I stay until 31st December. Otherwise, If I stay for complete 2 month notice, he will keep 50% of security amount. My point of requesting him to take 2 month penalty was to not to get engaged in any legal formalities which are very lengthy and frustrating. Then he said, if I pay the pending rent for November & upcoming rents for Dec & Jan, he will charge only 2 months as penalty. I transferred him 12000 Rs as room rent for November in the late afternoon. Then, in the evening yesterday, he is telling me to vacate the place by 31st Dec and not telling me about the refund. He is saying that he will tell me about refund on that day itself. He also told that he is trying to help very friendly since I have a problem, otherwise his brother will come and it will be bad for me. I asked my HR Manager about this & he told to not to vacate the place before the notice period ends and has asked me to tell the same to owner since I am going as per the agreement. HR Manager also told to tell the owner that place will not be vacated before notice period & owner can take legal action against me, if he needs. My argument is based on the agreement which says no penalty, if 2 month notice is given even if 11 months not completed. Please advise what to do?
