I'm engineer ,working as assistant engineer in irrigation department government of Mizoram, I was entered into the service 2011 during that time our department was not organised service there fore promotion to next higher grade needed only five years service. But in 2013 the department was included in Mizoram Engineer Service (MES) consisting three department namely Mizoram PWD.PHED.power and electricity. Finally our department included in this organised service.from that moment there is a criteria for promotion to next higher grades needs 5 years service ang pass departmental examination. Although verbally we request higher authorities to conduct departmental exam many times so as to clear and pass the exam before the promotion is due,as our sister department conducted departmental exam every year, it means that the other departments has ample of chances to clear the departmental exam before there promotion is due.in this regards the department has organised first ever departmental exam during this year 2016 ,although we give our level best for the examination knowing that our chance are very limited and study under tension but unfortunately we failed in one subject and some of our junior passed all the subject.it seemed that next year all my junior will be superseded me and they will become my senior..in this point I feel very injustice because there is no rules and regulations that exam should be passed at the first sitting,moreover other department like PWD PHED etc can have ample of chances before they are eligible to next higher grade (they conduct departmental exam 3 or 4 times during 5 years).in this point we have submitted representation to our department to give us onather chance..knowing the condition the department request Mizoram public service commission (MPSC)to conduct onather departmental examination for those who have back subject so that we may be able to include in zone of consideration for promotion .but the MPSC regretted the request,but we have learnt that MPSC conducted twice examination during last financial year (2015-16) for PWD engineer (although PWD Conduct departmental examination every year).in this regards we feel that we don't have equal opportunity and we thought that there should be equally with the fellow employees which are under the same organised service.we believe in equal opportunity for all..if we can have onather chance no matter what the result is ! ,to give up all our siniority at single sitting makes us immense sadness..for that we are prefering to go legal help...in this regard do you thing we are taking the right decision.. Or there is nothing to do with legally...
