dear sir, we registered as partnership firm only . we are going to conduct a event like film festival..

we are going to invite registrations across the India in 24 film crafts with nominal fees. we choose true talented artists and movie making crew among our registered talents.. and we give them a task to make a mini movie with our expenses . among that all mini movies we will select and present awards like best film, best actor, best actress, best director etc..

we are planning to invite Bollywood and Tollywood film stars as guest speakers to present the awards.. we provide them opportunity to get recognition and fame like real film stars .

my question is do we need any special permissions from Govt. of India or from any film chambers..any kind kind permissions or legal activities .. or simply we can go ahead without any future problem.

there are many short film & feature film festivals conducting organisation in India.  they usually do invite already made & produced short films & feature films as entries to participate in competitions and they choose best in various categories and they present awards. this is regular film festivals  functions and features.
  BUT..
Our film Festival don't allow third parties already made & produced short film into our film festival  or event. we simply invites Registrations and entries from purely fresh film talents in all 24 film craft like acting, dancing,singing, directions, script and lyrics . we short list the short film crew by the help of their talents . we give them a task from chosen film  scripts to act and make short films with our expenses itself. we will be  the producers of their acting and directing short films. and we watch all made short films and we select the them to present film awards like best short film, best actor, best actress ,best director etc. its totally private organisation.

 In India, where there are more than a billion population and every single person have some or the other talent in them, there is only a handful options available where people can show their talent to the world and get the desired recognition for their skills.
    
    Considering the above mentioned limitations and understanding the scope of reaching to millions of people by providing them an opportunity to showcase their talent to the world and in the meantime to get awarded for their talent, we have came up with this platform where anyone can showcase their talent in their field.

we will say in one word
No third party produced films, we just invite talents, we make short films (5 to 10 films by dividing scripts and film crew) with them. we choose best and we present awards by conducting a event like real film awards. its to encourage and introduce talents to the world.

my question was . what kind of legal permissions. do we want to do this private short film awards event business from government of India. like directorate of film festival and ministry of information and broadcasting .

ajay sethi sir suggested us to make a application to directorate of film festivals and suggested other permissions of police and all..

and Ashish Devassar sir suggested us that no separate registration and permission required.

my total confusing about Ajay sethi sir answer that the " make a application to directorate of film festival govt of India " 

1) so does private short film Festival organisation need permission from ministry of information and broadcasting or directorate of film festivals  to present private film awards 
2) and if any other permissions required

Please clarify my doubt briefly and help me out ..  please correct suggestion to go ahead without any future legal problems . THANK YOU.
