Adverse police verification
I applied and got my passport under tatkaal. The police verification also took place for which I provided all my document. However, I received a 'adverse police verification letter' which states that they could not verify my criminality since I have been staying at the new address (where my elder sister is a tenant) only for the past 7 days. I have been pursuing a master's degree in Nepal (ending this year) hence I haven't been staying in Delhi. Since 2008 to 2021 I lived with my sister in Delhi and had also issued my older passport with her Delhi address. The letter states that I need to respond within 10 days however the appointment at RPO Delhi is only available after two weeks. How should I proceed. Please guide.

What documents should I provide and should I also simply write a letter stating that I have been previously living with my sister which is also in my older passport? Or is it possible for me to visit (walk in) RPO based on the letter notice that they have sent me and take these documents in person and reason with them. Also, I have air tickets booked to Nepal for the day after tomorrow (for two weeks visit). My capstone is due. If I don't get an appointment with the RPO tomorrow, can I travel from India to Nepal using the new passport in question?

You resided from 2008 to 2021 for 13 years in Delhi. You need to obtain verification from the police where you resided at different times. Enclosing letter from police you can seek extension of time from rpo.
You can travel to Nepal using the passport
In your reply enclose letter from sister that you were residing with her for 3 years ,proof of admission is n Nepal university with address proof
Since you are asked to respond within 10 days, you should not waste further time .
If you have received a letter by post then you issue a reply letter explaining the situation and the background details and your innocence of the law 8involved in this.
You can send your reply by post to the passport office immediately and don't have to hesitate because of the ensuing appointment with RPO on the later date.
The new passport is pending approval owing to the discrepancy notified to you.
Hence it may not be advisable to travel abroad with this deficient passport.
You send the reply immediately with the factual details in brief, don't try to give any justification for this lapse on your side because you are supposed to understand the law before submitting the application for reissue of passport hence ignorance of law cannot be considered as an excuse.

In the letter from my sister, what information should be included? Should it be typed or handwritten? Is there a specific format? And should there be documents enclosed with the letter from her side? Proof of admission: I have mark sheets, student ID card, an active University email ID, and ongoing email correspondence with my professors on college capstone. Should these be enough? And should I enclose it all? Address proof: Do you mean address proof of India? If yes, I have recently updated (address) Aadhaar Card and SBI passbook. The previous address mentioned in my old passport was also that of my sister's rented flat.

It is mandatory that you have to provide the address where you resided for last 6 months prior to submitting an application for reissue of your passport.
You are not staying in your sister's address after the year 2021.
Therefore it is pertinent that you furnish documentary evidences to prove your residential address where you stayed for 6 months or more prior to date of application for reissue of passport.
Your sister cannot vouch for you and any letter from her stating that you were residing with her till the year 2021 will further spoil your application.
Instead, if you really want to solve the problem forever, you may issue a reply giving the factual details about your residence for the last six months or more.
If you try to furnish false information again then you will face the problem of getting your passport application rejected and the current passport may be liable to be confiscated.
Think wise and take proper decision at right time.
