You don’t have to worry it will not amount to any offence 

This is an empty threat. He is trying to trap you. Don't fall into his trap. Rather send him a legal notice through a lawyer on his no.

Except blocking that person you should also report such person and file a complaint against such blackmailing to your nearst Police Station OR you can just report the said blackmailing by dialing on 1930 which is National Helpline number.  It is necessary to do so as if any forseen circumstances may occur in future, the record that you had lodged the complaint regarding such blackmailing will definelty help you. (Note-  you don't have to fear from such blackmailers as you have did nothing wrong).

Mostly such attempts are made only to threaten and extort money as much as possible.

- Since, you have not availed any services from the said escort services , it means that you have not entered in any contract with him for any services. 

- Hence, the said blackmailing and trying to contact you is against the law and you can lodge a complaint/information with police for the offence of extortion under section 384 of IPC, and for threatening to  spread morphed images.

- Since, you have already filed complaint before the cyber cell then it will automatically referred to the police station to take legal action against him. 

Dear client, apart from blocking, make a complaint to the cyber crime department regarding the issue. And in major cases these threats are to extort money from you. If you are not willing or stringent they cannot do anything.
