Who has the power to issue Sindhutva certificate to me? Note: District A insists that the candidate needs to submit Vasasthala Drudikarana patra and perform sthala mahazar of the candidate and hence cannot issue Sindhutva certificate to a resident of other district. A DC of one district cannot issue any certificate to a resident of other district. If possible, please also quote circulars or orders relating the issue.
