• Regarding verification of my mark sheet from Himalayan University - a private university

Respected Sir,
I have marksheet of for 'Bachelor of Library Science' from himalayan university, which is a private university. How can i verify if it is genuine or fake. 

If through RTI, how can online rti be filed to a private university affiliated with ugc. Should the rti be filed to ugc or to any other entity? 
Under which ministry/entity does private university fall while filing rti online?

Kindly guide me in filing online RTI for verification of my marksheet from himalayan university, a private university.

There are some ways to check the authenticity of your marksheet, such as:

  • You can visit the official website of Himalayan University and log in with your student ID and password to access your student portal. There you can view and download your marksheet and other academic records.
  • You can contact the Himalayan University directly by phone, email, or post and request them to verify your marksheet. You may have to provide them with your name, roll number, course name, year of passing, and a copy of your marksheet.

As for filing an RTI for verification of your marksheet, it may not be possible or easy to do so, as private universities are not directly covered under the RTI Act. According to the RTI Act, only those public authorities that are established or constituted by or under the Constitution, by any other law made by Parliament, by any other law made by State Legislature, by notification issued or order made by the appropriate Government are obliged to provide information under the RTI Act. However, some private entities can also be covered under the RTI Act if they are substantially financed by the appropriate Government or if they perform a public function or duty.

Private deemed universities can be considered as public authorities under the RTI Act, as they are established by a notification issued by the Central Government on the advice of UGC and they receive substantial funds from the Government in various forms. However, this may not apply to all private universities, especially those that are not deemed universities or do not receive any Government funding. Therefore, you may have to check whether Himalayan University falls under any of these categories before filing an RTI.

If you decide to file an RTI for verification of your marksheet from Himalayan University, you may have to follow these steps:

  • First, you have to find out the appropriate authority or body that can provide you with the information. It may be either the UGC or the Ministry of Education or any other competent authority that regulates or oversees the functioning of Himalayan University.
  • Second, you have to draft an RTI application in a prescribed format and pay the requisite fee of Rs. 10/- either online or offline.   • Fifth, if you are still not satisfied with the response or do not receive any response from the Appellate Authority within 30 days, you can file a second appeal with the Central Information Commission (CIC) or the State Information Commission (SIC) within 90 days from the date on which the decision should have been made by the Appellate Authority or was actually received by you.

All private colleges and schools, whether aided or unaided, will come covered under the RTI and they have been directed to appoint public information officers (PIOs) and appellate authorities as provided under the Act.

There are a lot of private organizations which are solving this problem for students. However, students are not aware that they can carry out marksheet verification by filing an RTI application. Under the Right to Information Act of 2005, it is possible to ask for verification of certificates from the university.
