You should give an application to the university authorities with which the college is affiliated. If they do nothing then file a petition in the high court.

Issue legal notice to college to issue TC

2) you cannot be called upon to pay 3 years fees when you don’t want to continue studying in said college

3) complain to education department of your state against said college

Demand of chairman is illegal. Report the matter to UGC and also to police. You can also file consumer complaint.

Dear Client,

Review College Policies: First, review your college's policies regarding TC issuance, fee payments, and withdrawal. This information might be available in your admission documents, prospectus, or college website.

Communicate Clearly: Maintain clear and respectful communication with the college administration. Explain your situation and reasons for wanting a TC. Inquire about any outstanding fees, dues, or conditions that might be affecting the issuance of the TC.

Involve Parents or Guardians: If you're a minor, involving your parents or guardians in the communication with the college might help in resolving the issue. They can discuss the matter with the college administration and seek a solution.

Documentation: Maintain records of all communications, whether they are emails, letters, or notes from conversations. These records might be helpful if the situation escalates.

Legal Options: If your efforts to resolve the matter amicably are not successful and you believe you're being treated unfairly, you might consider seeking legal advice.

Governing Bodies: If your college is affiliated with a university or board, you might consider reaching out to the relevant governing body for guidance. They might be able to intervene or provide advice on how to proceed.

- It is well settled law that any service provider like the training institutes, educational institutes/schools or College /university cannot be allowed to forfeit the fees or consideration received in advance in case the student has not availed the service.

- Further, they cannot demand fees for the period which the student has not availed , and hence the said demand by the college is against the law.

- You can send a legal notice to the college for getting the TC .

- Further, if not response then file a complaint before the consumer forum , and also claim cost of harassment

You can issue a legal notice to the college authorities demanding the TC on the basis of discontinuing the course.

If the college is still maintaining the same hostile attitude, you may escalate the matter through legal forum either through consumer forum or civil court
