The rules pertaining to pet dogs inside the complex is: 

if a pet dog bites a society resident, the injured can file a criminal complaint under Sections 287 and 337 of the Indian Penal Code (IPC). Also, the individual will have to prove that the pet owner was negligent and the dog made an unprovoked attack. If found guilty, the pet owner will have to pay necessary damages or even face imprisonment of up to six months.

In case of stray dogs:

you can give a complaint to the president of the society about this issue of concern"

Alternately you can analyse the behavioural pattern of the strays. If there are any aggressive strays in society, inform the community feeders or the local governing body immediately so that they can take the necessary steps to prevent an accident.

you can ask your neighbor to feed them in designated areas only, and do not allow the dogs to follow into the elevators and staircase to reach the home of the feeders.

In case of any instance of a dog bite, inform the authorities immediately.

Please remember that cruelty towards stray dogs will attract a fine and possible imprisonment, depending on the injury of the animal, hence you do not indulge in any such activities. Contact the local animal control board in case a stray dog has caused any injury to the residents of the housing society.

- As per law, whoever knowingly or negligently omits to take such order with any animal in his possession as is sufficient to guard against any probable danger to human life, or any probable danger of grievous hurt from such animal, shall be punished with imprisonment of either description for a term which may extend to six months.

- Further, a per rule , the Association  shall  frame  rules,  regulations  and  procedures  for its common areas and facilities as well as frame guidelines of restrictions and measures designed to prevent the unreasonable and improper use of facilities and common areas  which  will  interfere  with  the  peaceful  occupation  of  units  by  respective  Owners  / Residents conducive to day to day living environment. 

- Hence, the said flat owner cannot use the common area for his dogs use 

- You can lodge a compliant before the society management for the said trouble , and if no action then you can also complaint to the registrar as well against the society. 

- Further, you can also given a compliant to the local police as well against the neighbour as that dog is trying to bite the people.

There are elaborate Rules laid down under Section 38 (1) & (2) of PCA Act vide S.O. 1256 E.

1. Under Rule 2 the pet owner is bound to keep his dog quite.
2. They are required to put the pets on lease in public.
3. You can however, file a criminal complaint under Section 289 for the aggressive behaviour of animal in the Court of Magistrate. The offence  is non-cognizable therefore police will not take complaint. You can take videos of the dog while trying to attack you and produce in Court. Punishment for owner is imprisonment up to 6 months and fine of Rs. 1K.

File a Police complaint against the owner for harassing you and your family members and thereby directly responsible for the nuisance being done by the Dog.
