Has earlier birth certificate been cancelled

- If you have reissued this birth certificate after cancelling the earlier one, then legally you can apply for updating of the date of birth on the passport.  

- Hence, you can apply for re-issue the passport after submitting the said certificate and other documentary proofs.

- The DOB on the adhar , PAN etc can be updated after submitting that birth certificate , however you cannot change the DOB in the academic certificates without getting a court order.

You can update the date of birth in your Aadhaar with a valid Date of Birth (DoB) Proof (refer: https://uidai.gov.in/images/commdoc/valid_documents_list.pdf) having your name.

To change the date/place of birth in the passport, you have to apply for a "Re-issue" of passport and get the specified change done in the personal particulars.

For applicants whose personal particulars such as Given name, parent's name, date of birth, place of birth in PCC application form are different than the Passport held, then they have to apply for re-issue of the passport with changed/current particulars as provided in the PCC application form and a fresh Police Verification report may be generated. Only after re-issue of passport with changed/existing particulars, the PCC application against such reissued passport may be processed. 

For updating the date of birth in aadhar card the following are required

Birth Certificate issued by Authorized Authority (in the
respective States) under the Registration of Births and
Deaths Act, 1969 read with Registration of Births and
Deaths Rules 1999/2000/2002 of respective States.
