High Court of Kerala in the case of Abdul Kadir v. Union of India, held that The term Gazetted officer refers to an officer of the State or Central Government with a definite status, A notary is a professional and not an officer of the Government.”
Though the names of notaries need to be published in the official gazette of the government as per the provisions of Section 6 of the Notaries Act, 1952, it does not make him or her a gazetted officer.
If a person's name is published in the Gazette of India or any state government Gazette, he/she is called Gazette.

A notary is by attesting a document gives undertaking as to the person who signed the document as a matter of fact. An attested by gazetted office is verification of the document/certificate is true copy of document/certificate. Notary has no power to attested a document/certificate as true copy of original. You need to take attestation from gazette office, notary cannot attest a document/certificate.
He is a gazetted officer and his attestation is legally valid.
It matters nothing whether he belongs to class A category or B because he is not a salaried employee under the central or any state government.
