However was not able to provide one of the proof of address documents required ( latest maintenance bill) as they have been misplaced by our society. I will need to wait to have another one reissued however this will miss the deadline and I will be leaving for Australia in 5 days time . The police officer said that it may go into adverse status. If this happens can I reapply for pcc from Australia?

You can request society to provide duplicate bill of maintenance
2)in alternative letter from society that x amount is due and payable as maintenance should suffice

If the Society can re-issue a duplicate maintenance bill ( latest maintenance bill ) which may help you to tide over the situation.
The society will be having copy of the bill in their records, you can get an attested photocopy of the same and produce it before police.
For police verification you need to be available in person hence if you leave without the clearance for Australia then your visa may be liable to be reject in case of an adverse report furnished by police.
