there is no central statutory agency that can regulate the advertising industry and have uniform legislation. The advertising industry is regulated in India through a non-statutory body known as the Advertising Standards Council of India (ASCI)

The advertiser i.e. the person who is giving the advertisement would be required to pay GST to the publisher i.e. the service provider and the service provider would be required to deposit this GST with the govt.
