I live in a cghs building in gurgaon, sector 54. Our building has received a notice from hsvp, erstwhile HUDA, that we need to pay ~3.1 cr by Aug 8. It works out to approx 7.1 lac per flat. Kindly advise the course of action. I believe this case is being contested. If I choose not to pay will there be a penalty imposed.

The matter is subjudice.  Keep watching the proceedings of the case.  In case the society is directed to pay the penalty it has to be shared by you as per decision of MC.

Dear Sir

Can you please specify the reason why this amount has been imposed?

If it has been imposed without a valid reason, you could challenge it before  a court.

It is not advisable to simply refuse from paying without initiating some legal action.

Thank you
