• Can we convert B khata to A khata in Bangalore

We have a commercial building in a "B" Khata property, we would like to know if this can be converted into "A" Khata.I have been paying property tax regularly.

Residents of Bengaluru can soon hope to have clear property documents. The Bruhat Bengaluru Mahanagara Palike (BBMP) budget for 2021-22, notes that the civic body is collaborating with the Revenue Department of the State Government for conversion of all ‘B’ Khata properties to ‘A’ Khata. 

 It is now in the final stages and will be a reality soon. 

In July 2019, the BBMP had written to State Government to convert over 3.80 lakh properties in the city from ‘B’ Khata to ‘A’ Khata to increase the corporation’s revenue. In February 2021, 12 former mayors submitted a letter to the civic body asking to clear all hurdles in converting ‘B’ Khata properties to ‘A’ Khata. The proposal was stuck with the State Government as the Supreme Court was hearing the matter along with Akrama Sakrama Scheme, wherein the government plans to legalise some types of illegal properties.

the conversion from B to A Certificate involves a lot of bureaucratic hurdles . you have to to pay BBMP Betterment Charges. These are charges that the BBMP collects for putting in place various infrastructure improvements to areas such as installing street lights, laying out the drainage system, building roads etc

If the new rule has not come into existence there's no point in approaching the authorities with the application requesting them for conversion of B khata to A khata.

1. Akrama-Sakrama scheme has been stayed in the Supreme Court.

2.  The stay has to be lifted.

3.   When once the Hon'ble Supreme Court gives green signal, it will be implemented across the entire State of Karnataka. When it's implemented, you can get your property transferred from "B" Khata to "A" Khata.

4.  In addition to this, the BBMP has also proposed another scheme of transferring "B" Khata to "A" Khata. The modalities are being worked out. If this scheme is implemented, your property may also be transferred to "A" Khata. Government will fix penalty charges depending on the percentage of deviation, etc at the time of transferring a property from "B" Khata to "A" Khata.

Dear Sir,

B khata properties that have very little deviation from the accepted building laws and regulations can be converted to A khata. The owner of a B khata property can upgrade it to an A khata by fulfilling certain criteria and following a few steps, such as:

Step 1: Convert the land from agricultural to non-agricultural use by applying for District Commissioner (DC) Conversion.

Step 2: Clear all property taxes due on the property till date as per the government norms.

Step 3: Obtain the khata form from the BBMP office and fill in the details as required in the form.

Step 4: Gather all the required documents to be submitted along with the form.

Step 5: Pay BBMP Betterment Charges, which is the fee levied for converting from B khata to A khata and submit the filled-in form along with the tax receipts and the required documents to the Assistant Revenue Officer of the concerned area.

Generally, A khata document is issued within a period of 4 to 6 weeks after the submission of the form and the relevant documents.

Documents required for conversion of B Khata to A Khata

Property owners interested in converting their B khata property to A khata property must submit the following documents along with the form for conversion:

  • Title deed
  • Sale deed
  • Copies of property tax receipts paid previously
  • Order of conversion of the land from agricultural to non-agricultural use
  • Proof of any improvement charges paid
  • Occupancy certificate
  • Blueprint showing the property’s location
  • Blueprint showing the property dimensions and other specifications of the property
  • Khata extract
  • Any other document as required for the conversion

- As per the Karnataka Court, a building or property having only a B Khata is an illegal property. 

- Further, a person cannot sell or resell his property with only a B Khata.

- Further , B Khata is a temporary document while A Khata is the permanent one, hence generally Bank not issued loan on B Khata. 

- However, one can convert B into A Khatha after applying before for District Commissioner Conversion.

- Yes, you can apply for converting B khata into an A khata, 

- The following documents are needed for conversion : -

  1. Sale deed
  2. Copies of previously paid property tax receipts
  3. Blueprint showing property’s location
  4. Blueprint showing property’s dimensions and other specifications
  5. Proof of any improvement charges paid
  6. Occupancy certificate
