A degree/diploma or other certificates can only be issued by a registered educational institution which specializes in different courses. 

You are a private limited company but you have to take accreditation from AICTE for any education wrt computers/software etc.

You may show it as a certificate for completion of a program/process after which a person can run/work on a particular platform.

-  Many companies issue the diploma certificate.

The only thing is that they are not recognized anywhere. 

-  Internship Certificates are also issued by many companies while they are studying. 

 To open a residential campus, you need to register as educational institute and then take acceleration from AICTE etc.

Then your diploma will have more value. 

If your training is application oriented it will certainly better opportunities of job for the aspirant.

You can issue certificate that student has completed internship certificate for 6 months and is well versed in web development 

If you have that much of land and infrastructure you can also get deemed university status. Institutions just with one are also getting such status. You need NOC from MEA & MHA. After that you need to apply for permission from Ministry of Human Affairs for deemed status.  Chaitanya University, Warangal, ICFAI Hyderabad and IIIT Hyderabad are all deemed Universities.

You can open residential campus in 4 acres of land provide training for period of 11 months 

2) you need to obtain permission from district planning agency through respective panchayat samitis for construction of residential  campus 

3) you need to do proper planning for sewerage and drainage systems.

To start such an training institute you would require approval from A8CTE or HRD ministry. 

The sanction from local authorities is also required. 

1. The said  diploma, unless approved by any registered University will not be recognised legally.

2. However, of the training is good and the subject trained is worthy for the Industry then the market might accept your said diploma.

1. You shall have to approach your local State Government /  University to get your Institute affiliated  for imparting training and issuing diploma to that effect.

2. Once your Institute is affiliated, you van get your said diploma recognised by the University.

1. The diploma certificate would be valid only when it is from an accredited university or institute. 

2. You can, however, give a certificate regarding the completion of the internship program and certifying the person's eligibility to work in organizations.

- Yes, you can run such company to provide the student internship and 6 or 12 months certification legally. 

- However , that certificate will not have legal value without getting the approval from AICTE or Technical board of your state.

Yeah you can do so. Accreditation/ recognition from the AICTE. Required infrastructure and other things like faculty etc. have to be recruited.

Any institution which is trying to impart training to students/candidates has to be a qualified institution for imparting such educational/professional training.

The trainers in it are to be qualified for the purpose and also the institute should have taken permission in the form of licence from the appropriate authority in order to get the imparted training recognised, otherwise it will not be valid.

A company can obviously give a certificate but the value of it will be recognized by the person to whom it is shown, suppose if a company is of the view that it will only accept the certificates given by the government then this certificate will not have any value.

This has left an entire room for the private skill training companies to grow.

To start a skill training company is not a cake walk, money alone won’t solve the requirements but strong determination too is required.
