• Does working as an intermediator between alcohol retailers and consumers illegal

I am about to open a service business which consists of two parts -
A.) Provide a hotel on hourly basis for customers who want to consume alcoholic beverages.
B.) Deliver these beverages to the hotels from licensed alcohol retailers.

I will not charge extra on these beverages hence my profit does not directly derive from alcohol. I will charge the hourly rates from consumers for hotel stay. The money goes to hotel owner and I get commission percentage over it.

However I do want to charge the alcohol retailers for my service as subscription.

Q1. Is my method legal?
Q2. Does serving alcohol behind closed doors of hotel legal?
Q3. Does hotel need to have an alcohol license?

The hotel has to have a license if it wants to serve liquor to its clients. If the clients themselves bring liquor that is perfectly legal because the hotel has no part in it.

You may charge the liquor shops and that's between you and the shops.

Dear Sir/ Ma'am,

The hotel needs to have a license to serve and sell liquor. the same can be applied in the respective state department where the hotel is situated.

charging the alcohol retailers is a matter to be discussed between the retailer and you.

Even though you may call it by any name, legally this is as good as running a liquor bar.

You may have to obtain permission form various governmental authorities for running the bar.

You may obtain liquor bar license and run this business

Without a valid license to operate as A bar any such act would be the violation of law and you can criminally prosecuted for the same.

Your idea is prone to lot of legal scrutiny. Hotels can't really do that.
