Sir, I am planning to go abroad for higher education but don't want to involve department in that, as I may not resume my job in the same organisation. So my question is do VISA office ask me to submit NOC from my department. Thanks Shekhar Narayan

1. As per departmental relies firstly the NOC is mandatary in such cases secondly the visa office depending upon country to country may ask for the NOC from the government as different countries have separate visa rules.

As per the dopt guidelines the noc is mandatory for the govt employees and it should be given in 21 days of its application or denied. If not communicated it will be considered as given. The same is done due to security reasons and other important factors

If you are working in government organization, you are required to take NOC before applying for visa. But, if you are in private organization, then you are not required to have NOC. You may apply straight in later case and then inform the department and file resignation.
1. Yes NOC will be mandatory as you are going for higher studies which can only be possible with NOC from department during permanent job.
2. If you don't want to continue with job then you should resign from job and provide relieving letter if visa office ask for NOC from your department.
See it is better to put resignation and apply for higher studies visa norms for every country are different also the procedure is different so it better to consult a visa consultant on this and follow your service rules.
If you have shown that you are a government employee in the visa application then it would become pertinent to obtain NOC from the department concerned

2. Most departments have made rules which require a public servant working in that department to inform his superior before undertaking a foreign trip. In some departments you have to not only inform the department, but also seek NOC from it.
