Question remains who are you to object and what harm or damage cause to you due to his rumors.Until no harm to any cause of boasting - no illegality.
Ya NASA and Trump can file defamation.
1. You can file a Police FIR, requesting investigation and charge-sheet, for offences like Cheating, Intimidation, Fraud, Breach of Trust, Mischief etc.... against the person, supported with all relevant supporting Documents & Witnesses.
2. IF the Police does not take action, THEN you can file private criminal case u/s 156(3) Cr.P.C., in the local Magistrates court, seeking directions to the Police to investigate and file charge sheet.
1. since you are not the affected person, therefore, you cannot take any action,
2. you can report the matter to NASA, Trump,
3. the concerned persons (Trump, NASA) can take action

If this is totally irrelevant then why dont you just ignore it especially if you clearly know that this is a false propaganda and cannot be relied upon for any reason.
If anyone is affected by his false propaganda or the government is coming to know that he is trying to malign the name of government by such false rumours, necessary action may be initiated accordingly.
- As per section 505 in The Indian Penal Code, Whoever makes, publishes or circulates any statement, rumor or report, with intent to cause or which is likely to cause, fear or alarm to the public, or to any section of the public whereby any person may be induced to commit an offence against the State or against the public tranquility; OR with intent to incite, or which is likely to incite, any class or community of persons to commit any offence against any other class or community, shall be punished with imprisonment.
- Hence, if you think , that said viral fake news are hurting your sentiment , and respect in the society , then you should lodge complaint against him .

1. You cannot stop that person from speading rumours by taking legal means Until these rumours become threat to public security.
2. Only way to stop him from lying is to keep track on his posts and rumours which he is spreading and post news along with screenshot of his rumours on social media.
