I wonder as to why you didn't pose this question to your lawyer.
Issues are framed as part of the case to answer.

High Court of Madras
You should have immediately informed the police about it. Anyways now a status quo stay order should be taken from the court regarding construction of his house. If that is not possible then take some people and demolish his side where he has done construction.

Already we complined to local station there no use they didn't accept the case due to he has political people on his side.and then we went to sp office no use
I asked my lawyer she said he didn't agree the crime.we already submitted the video proofs .the status of the case is next hearing is 16 /08/2019 . before that for 4 hearing s there is issues issues on case status
Issue means the court will frame the question involved in the suit and shall answer same after evidence and argunent in the judgement.
See if summons are issued to other side then court after deciding interim relief if any asked frame issues and proceed with the matter.
An application u/s 482 must be filed so that the court may intervene and pass appropriate directions to the authorities so that they may stop the construction.

Immediately you have to move to Civil Court and file and injection order under rule 39 order 1 and 2 to stop t construction as well as you have to file a civil suit in this regard that he has encroachment in your property
First upon all apply to the Survey Officer to demarcate the plot, you will get exact marking of your plot , if its found that your neighbour encroaching your plot file police complaint in that regards. you can also file a civil suit to injunction and declaration and obtain stay from court..
1. when you file a suit, the opponent would file his reply
2. these are known as pleadings
3. these pleadings would show on what points or issues the parties differ from each other
4. accordingly the court frames issues on which both the parties have to lead their respective evidences
5. the police officer ought to have taken your complaint since your neighobur took law into his hands by demolishing your wall without your consent. You need to follow up on that complaint by writing to his seniors and then seek reply by filing a RTI Application
Since you have filed a suit and he has filed a written statement, the court will consider the issues involved in this dispute after reading the plaint and the written statement which would be for and against the suit and frame issues that have to be decided in the trial proceedings.
Since you have approached the civil court with a suit for injunction or whatever, the police may not entertain any complaint in this regard.
The case is posted for issues, the court will take time for framing of issues, hence it is routine that this delay which is inevitable.
You may have to bear with the court.
