• How to scrap my 15 year old car

I am NRI and I left my car with my in-laws in Ahmedabad when I left India. The car is registered in Delhi. Since the car is now more than 15 years old the registration of the car has expired. I would like to know what is the appropriate procedure to scrap this car.

Do I have to be present to scrap this car or someone can do it on my behalf? Can I scrap this car in Ahmedabad or do I have to transport it to Delhi? What are my options?

The vehicle owner needs to approach the Authorized Scrap dealers for scrapping of their vehicle, who shall ensure that the vehicle is safely scrapped without impacting the environment. It is important for the vehicle owner to approach the RTO and inform about scrap of the vehicle and opt for de-registration of the vehicle. Following rules of RTO need to be taken care of while opting for scrap & de-registration of the vehicle.

The Vehicle owner need to write a letter to the concerned RTO about scrap of the vehicle. Vehicle owner shall have to surrender the original RC of the vehicle, along with cut out metal sheet portion of the scrapped vehicle chassis no. to the RTO for their record.

An affidavit by the vehicle owner is also required to be deposited with the application for scrap & de-registration. Affidavit shall mention that the vehicle is free from all sort of lien / mortgage / charge / theft case / insurance claims / third party claims or any pending case in any court. RTO shall verify the documents and process the same after getting due diligence reports for the concerned vehicle from NCRB (National Crime Records Bureau), Traffic police for any pending challans. RTO also verifying the same from the records maintained in RTO office regarding any sale / purchase updation of the said vehicle.

In case the report is found satisfactory, the vehicle is de-registered from the record of the RTO.

Dear sir

The appropriate procedure to scrap the car is that you should send some of your faithful relative to some scrap dealer and ask the him to scrap the car and before scraping the vehicle ask him to cut the chassis number from the vehicle which should be needed in RTO.

RTO Rules For Scrapping And Deregistration Of Vehicles:

  1. The car owner will first have to write a letter to the authorised RTO about the car scrapping.
  2. He/she will have to surrender the original RC of the car along with the chassis number that was cut out from the vehicle at the time of scrapping. This will be kept at the RTO as part of the historical records.
  3. The scrap dealer’s confirmation on a letterhead with complete address is also required. The pictures of the scrap can be submitted at this time.
  4. The vehicle owner should also submit an affidavit with the application for scrap and de-registration. The affidavit will mention that the car is not under any loan, insurance claims, or pending court cases. The affidavit will also confirm that the vehicle is not involved in thefts.

National Green Tribunal order has banned the use of cars that are older than 15 years in Delhi. The Regional Transport Offices (RTOs) have stopped re-registering these vehicles and checking their fitness

2) The car owner is expected to approach an authorised scrap dealer for car scrapping. The dealer should be able to ensure that the vehicle is disposed off in a safe manner without any adverse impact on the environment.

3) The car owner should also approach the RTO in Delhi and inform them about the scrapping of the vehicle. There is an option to deregister the car as well.

4)The scrap dealer will perform a physical inspection of the car and quote a price for scrapping based on the weight of the vehicle. Once an agreement is reached, the scrap dealer will remove the car parts and segregate them into rubber, plastic, iron, etc.

5) It is not necessary to submit the original RC to the scrap dealer. You should only furnish the photocopy of the RC.

6)You can take some photos of the scrapped car as evidence for further procedures at the RTO.

7) you can execute POA in favour of family member to submit your car for scrapping

Dear Sir,

- You can scrap the car with any reputed car dealer like honda, Maruti dealer etc. These dealer will do all paperwork on your behalf and will give you the receipt of scrap itself.

- Selling car to local dealer can put you in soup as they are not trusted dealer and may resale to anyone for little benefits.

1) After 15 years there is no need to go for     de-registration because it's automatically or rule by RTO that 15 years old  vehicle should be scrapped.

With the latest announcement, owners of old cars need not look out for private scrap dealers as they can now do the same sitting at their home with just a few clicks. The Government has recently issued a license to a Delhi-based firm that gives you an easy option for the scrapping of your car.

Now with the latest announcement, owners of such vehicles need not look out for private scrap dealers as they can now do the same sitting at their home with just a few clicks.

Cero Recycling - a joint venture between Mahindra Accelo and MSTC has received a license by the Government of Delhi to scrap old cars.

3 quick steps on how to get your old car scrapped:

1. You first need to give the details of your vehicle like the year of purchase and manufacturing, model name and condition on the toll-free number specified on the company's official website - www.cerorecycling.com.

2. On the basis of the information provided by you, the company will give you an offer on the spot which you need to accept or reject.

3. After you accept the offer, Cero Recycling asks for a convenient date and time on which the vehicle can be picked from your place. During the meeting, the officials from Cero give you the scrap value for your vehicle and finish the legal documentation before your car is being taken to the recycling plant.

Apart from getting your old car dismantled, Cero Recycling is also responsible for the deregistration process of your car from the concerned RTO and a certificate of destruction is issued to the owner.

You may contact the authorised or licensed scarp agent in Delhi  who will be able to guide you on this.

If there is a private scrap dealer who will be able to get all your requirements completed then you may approach him.

  1. No, you are going somewhere as yes you can get your car scraped in Ahmedabad, but first you need to follow the below steps:-
  2. The owner surrenders the RC & the chassis plate to the concerned RTO.

    • If the RC is lost or damaged, you will have to submit two copies of Form 26 along with the copy of FIR
    • If your vehicle was financed, a No Objection Certificate (NOC) from the bank has to be submitted with the application. In case the NOC is lost, a duplicate NOC is required. A duplicate NOC is easily available and can be collected from the bank after paying a certain amount of fee

Chassis plate is a metal sheet that contains a unique code of numbers worldwide. Each vehicle has a unique chassis number and this acts as a unique ID for each vehicle. As the law states, it is mandatory for a car user to submit this chassis plate to the RTO while declaring the car scrap. This ensures that your vehicle can no longer be used in any other activities and if it is still used, you will have no liability on your end.

  3. De-registering the car from RTO records

The RTO checks all the certificates submitted and also verifies if there is any standing balance against the vehicle in the form of lease, loan, challan etc.

Once satisfied with all the documents and no dues, the car is declared scrap and it is removed from the RTO registers. Now your car is liable to be cut down into sheets or to be melted down to extract the metal.

  4. So, yes you can get it scrapped in another city, but subject to the having of above approvals first.
