when you book a registered letter with a post office you will get an acknowledgment from post office that letter is received by its recipient
the recipient's signature will appear on the acknowledgement card which will be returned to you by post office
if you know email ID or whatsapp of your sister's brother in law then the notice can be sent by those modes too

And for your question: You can send the Notice to the father-in-law's address, but if you are sending it via RPAD, there are all the chances that it may return back as "Wrong Address", as the brother-in-law does not reside there.
To over come this, you can add brother-in-law s/o father-in-law. If you know the company/office address, send it there as well. Since you are going to get it drafted by an Advocate, he will mention both the address in the notice.
