• List of licences and Registrations required for Dairy Business

Dear all, 
We are four partners desiring to set up and run a dairy business. At the first stage we will set up a retail outlet (shop) in which we would procure milk from a farm where it's produced and then sell it across the counter on a retail mode. After 3-4 months of operation we will set up a farm where we will house buffaloes and cows and nurture production. I request honorable members to please advise the list if licences and registrations which we would have to complete in each of the 2 stages to ensure we are legally correct and compliant with the operation of this business. If you can also advise in approximate cost of such fees for such licences and registrations it will also be helpful. The business is to be conducted in Pune in Maharashtra

1. License and registration for such business varies from state to state.

2. As long as you are not starting khtaal at this stage then trade license, registration of firm and GST registration is fine.

3. If you wish to make construction of khatal then lot of permission would be required to set up such structure outside city.

4. Contact the local Municipal authority.

1)FSSAI has released an order on January 14, 2015. The order says that the licensing and registration process for the Dairy Industry under the FSS Act 2006 has been rationalized.

2)those small dairy business operators who work from fixed establishments like shops and those operating inside market ‘mandis’ from a designated spot or place will now have to obtain license/registration to carry out their dairy operations in these places.

3)You must have FSSAI licence number of both, manufacturer and marketer. For any food business operation, it is mandatory. Apart from that, certificates like pollution control, company registration, water treatment reports etc are also required in case of milk packing operation. You may also want to get ISO certification for Quality, Management or Environment.

Further the registration as small or medium scale enterprises can be taken to avail the befit and subsidies. Further the NABARD also provides the subsidised loan on such business.

The Food license wil cost you a minimal amount it would be given after due verification by the Food inspector in the area,

Dear client ,

At lower level production no lincese required and license will grant under Food Safety and Standard Act 2006, all the food business operators in India are required to obtain a Registration or License as appropriate from the FSSAI. For this purpose some officer will be authrorise by govt. In collector office . Not much fees.

Financial Assistance Available from Banks for Dairy Farming

For dairy schemes with large outlays, detailed project reports will have to be prepared. The items of finance would include capital asset items such as purchase of milch animals, construction of sheds, purchase of equipment etc. The feeding cost during the initial period of one/two months is capitalised and given as term loan. Cost towards land development, fencing, digging of well, commissioning of diesel engine/pump set, electricity connections, essential servants' quarters, godown, transport vehicle, milk processing facilities etc. can be considered for loan. For high value projects, the borrowers can utilise the services of NABARD Consultancy Services (NABCONS) who are having wide experience in preparation of Detailed Project Reports.

FSSAI license for Dairy Farming Unit is required:

It is applicable to all the people, who manufacture, store, distribute food. It is applicable to all small, medium and large operators.under the new regime, all the Food Business Operators (FBO) should get a license. However, Petty Food Manufacturer (FBOs having annual turnover less than Rs. 12 lakh or small scale manufacturers with capacity less than 100kg/day temporary vendors etc..) just need to register using the Form A provided in the schedule 2 of FSS licensing and registration regulations along with requested documents /Fee.

Clause no 2.1.1 (Chapter 2 – Licensing and Registration of Food Business) specifies that “Provided that a producer of milk who is a registered member of a Dairy Cooperative Society registered under Cooperative Societies Act and supplies the entire milk to the society shall be exempted from the provision for registration.”

Along with the registration you can get your partnership firm registered, in that you get the certificate of incorporation so on that basis you can open a current bank account for the same.

Even you can apply for the MSME Registration because its required by all small business under the dairy products etc. on this basis you can apply the govt subsidy and bank loan.
