Yes you shall be eligible for the OBC NCL as first your salary will not be considered only parents income secondly in case of Govt employees the salary is not considered only the Post is seen since he is C group employee you shall get befit.

No Sir SC has clearly held that in case of OBC NCL computation income of the candidate himself shall not be considered.
